miles from land. >> new tonight -- kron4 has obtained a copy of that chilling distress call. i'm vicki liviakis, right now kron4's justine is live at the coast guard station on yerba buena island. justine, what do we know? >> reporter: i just learned from the coast guard that they will continue to search for the night. this family has been missing since sunday. they even think that if it is... and a developing situation. i want to play that audio for you twice. because the coast guard is hoping someone recongizes the voice on the distress call and can tell them who these people are.missing at sea. there is a and 8 year-old. they have not been heard of since sunday. it states that a 29 ft. sailboat started taking on water. the electronics were failing. the family could have had a life raft. they could have

made one out of a cooler. let me play for you this distress call. the coast guard wants you to listen to this man's voice. to try to help to figure out who this man is. >> we are abandoning ship. i repeat, we are abandoning ship. >> reporter: the coast guard, the national guard and the navy are all off the coast of moderate, searching. they are using helicopter, and the monterey coast. and a water search. the coast guard has contacted marinas from san diego towards humbolt bay. they need more descriptive as about the boat, the family, a lot of things are

according to the coast guard, the sailboat was about 65 miles off the monterey coast. the search is focused in a wide area around there - the coast guard says its search area can change based on currents and conditions. and the coast guard says the water current right now is moving south. however, good weather today has made for favorable searching conditions. we will continue to keep you updated. vicki? >> developing right now. a search happening for a young oakland couple who disappeared about a month ago. just hours ago -- kron4's maureen kelly spoke with the mother of the missing man. >> my awareness started increasing after two weeks. normally, he calls every eight or nine days. >> reporter: garrett hand and his girlfriend jamie neal had been on a bike trip thru south america since november.posting pictures of their travels on their facebook pages. but on january 25ththe posts stopped. but that was not the only thing that has garret's mom worried. >> all of these financial

>> it's about as bad as it can get in the city of san jose. take a look at the pot-holes. help may be on the way but it's going cost a lot of money and taxpayers may have to pick up the tab. kron four's rob fladeboe has the story. >> reporter: you don't have to drive very far to notice the problem. this is bird avenue between willow and minnesota and as you can see and no doubt feel it's just one pothole after another after another. there are some 375 miles of roads like this in san jose, a quarter of the total said to be in 'poor'condition.' the alameda just north of downtown san jose is a guaranteed coffee-spiller, full of bumpy asphalt patch jobs and this is busy monterey road where the worn out pavement feels like a gravel road. and then there is tiny mills court, near highway 87, arguably the worst and most pot hole filled road in town. right now the city spends about $20 million dollars a

year on repairs but it will need five times that much to simply keep the roads from deteriorating any further. next month the city council will consider a range of options from asking voters to approve a sales tax increase or perhaps an outright bond measure to fund repairs with some $339 million needed address the backlog of repairs that have piled up in recent years as a result of budget cuts. and when all is said and done, those repairs could end up costing the average homeowner as much as $100 dollars a year. in san jose rob flaeboe kron 4 news. >> there is no deal as they are trying to reach a budget deal. if that still made is not made by the march 12th. it could be even worse. will

>> developing right now. a new storm wreaking havoc on parts of the u-s. it's being called a "historic" blizzard. states in the storm's path are preparing for the second phase of a one-two weather punch. i'm here in the kron4 weather center with jaqueline -- she's tracking the storm. >> jacqueline: this is similar to what we saw last week. coast. as we take a look. snow is not as expensive. through oklahoma, where is falling. we see heavier. over oklahoma right now. it is extending with some severe weather to the gulf coast states. let me show you as we get closer to the gulf coast states. the

(whipping wind) the national weather service posted this video of the view outside its amarillo office --and said if you thought you could still get out and travel after seeing this, you hadn't seen anything yet. things got so bad the texas department of transportation actually pulled its plows off the roads.national guard units are helping out stranded drivers. oklahoma closed all highways in six counties, and states in the storm's way are watching what it's already done. >> i've done this spot, probably seven times today. >> reporter: colorado snow plow driver lot. more than 9 inches of snow fell in some parts of denver by early monday--cancelling or delaying hundreds of flights. >> mark whittaker: we're in coloardo, get used to it. that's the way it is. >> reporter: but "the way it is" in some places is quickly approaching the way it's never been before. last week--wichita kansas got its second-highest storm snowfall on record with more than a foot in two days--the city says it used half of its salt and sand.

now this next storm could dump as much as 26 inches more. kansas city is getting close to its record snowfall for february---that 20- point-7 inches record has been in place for more than half a century. the storm could continue there into tuesday. meaning hours more of waiting to see if this is a snowfall first. emily schmidt, kron4 news. >> this just in to the kron 4 news roomand we're just getting some brand new video into our newsroom. it shows white-out mid-west. a developing story tonight-- a new controversy is rocking the vatican in benedict the 16th's final days as pope.

a report. first published in the rome daily details an investigation by three cardinals into a network of gay priests that were blackmailed by a group of male prostitutes. it also contains information on financial wrongdoing within the vatican. the vatican responded by saying the story is an attempt to use public opinion to influence the cardinal's decision in the upcoming new pope election. >> a class action civil trial stemming from the b-p oil disaster gets underway today court. the 20-10 oil rig explosion killed 11 people. and millions of gallons of oil polluted the gulf of mexico. the trial has been divided into two phases. phase one will focus on the actions that led up to the explosion. phase two will determine the financial penalties bp and others will face for violating the clean water act. and the natural resource damage assessment. almost 60 lawyers in all will fill the courtroom. >> the white house turning up the heat on congress today with a state by state breakdown of what will happen if those massive spending cuts go into effect this week.

grant lodes is here with a look at the impact in california. california gets a big share of federal money and it will take a big hit if there is no agreement to head off the massive cuts. here's the white house description of where the axe will fall here in california. california primary and secondary schools will lose 87 million dollars. that's pay for 12=hundred teachers and aides. disabled students: another 63 million cut. no financial aid for about 10=thousand low income college students. no head start programs for 82=hundred young children police, courts and prisons: federal aid drops by one=point six million dollars. 3=thousand women will no longer have access to programs providing protection from domestic violence. clean air and water projects would lose more than 12=million dollars. nearly two million more would be cut from fish and wildlife protection. health care: no money to vaccinate 16=thousand children for childhood diseases or treat 94=hundred people with substance abuse problems.
